2) What are independent resources? 

Independent resources are Provider Independent (PI) IPv4 and IPv6, Internet
Exchange Point (IXP), AS number and anycasting assignments. These resources
have a fixed price in the Charging Scheme 2010. Provider Aggregatable (PA)
allocations are not considered independent and these will be charged to
conform to the billing score algorithm as in previous years.
