All the time you said you want to block transfers outside Ukraine. Something was changed? What? Why? If the market will be closed inside Ukraine suffering from the war, buy offers will drop to almost none. So beneficiary of that scheme will buy it for cheap, and then after ban will be lifted (and 2 years passed, of course) - to sell these resources for the real price. I do not think it is too difficult to understand for everyone. Limiting the income in a such complicated time can also lead to bankruptcy of ISPs that will be possible to buy for cheap as the companies as well.
