I disagree, as I think you are disregarding the economies of scale. The
existing LIR membership structure is already in place and there are
already over 10.000 members who are sharing the total cost, resulting in
a small share to pay for each member.

The new DAU membership class for legacy holders would be be the exact
opposite, and as a result I believe it is perfectly reasonable to expect
that each individual DAU member must share a might higher share of the
total needed to support this new class.

Put it another way, I would assume that the total operational cost of
the NCC adding 100 new LIRs is much higher than the cost of adding a
single new DAU member.

(This would obviously be subject to change over time once when/if
sufficient DAU members joins, and the economies of scale principle start
kicking in for the DAU membership class as well.)
