I hear what you say, but nonetheless, 2.6 is the status quo. 2.1-2.5 (modulo Tore's comments) improve the situation. You're asking for 2.1-2.5 to be stopped unless and until there is consensus around removing existing services to LRHs, specifically because you think it will be difficult to get consensus around this. Traditionally in this scenario, one splits it out and forms a separate policy proposal.
