how about PR, Pre RIR :)

in trying to understand the impact statement, it was hard for me to
separate concerns about any insufficiently precise semantics of the
proposal from any actual impact it might have.  the above is a case
in point.  i was expecting "a third class of address space may need
the following changes in database, processes, ..."
