I support this policy proposal. I can, in principle, understand the objection that this proposal will permit LRHs to «ride for free», but in practise, I do not consider this a problem. I'm of the opinion that the marginal cost of continuing to provide gratis registry services to some LRHs is likely insignificant, and does not really cause any significant difference to the membership fee.
