nigel, i am a bit confused, which of course is my normal state. but someone has to say it. certification is a matter of address policy, no membership vote, no board decision. maybe we should consult an oracle or flip a coin? i did not realize that bottom up was just a drinking toast. the pi proposal was controversial but there was no disagreement. let's see if we can generate some? this needs to be discussed by "the wider Internet community." i thought these fora were the wider community. how do you plan to consult the wider internet community, icann or the itu? so please explain to me. on second thought, don't bother. we have heard the word from the mount. unfortunately it is not very stable. but such is life. i live in an earthquake zone. randy
