As a LIR, to receive PA space, all you need to document is the wish to
assign addresses to your customers (or to your infrastructure).

"Demonstrate need for the whole initial PA allocation" is a thing we had 
in the policy for a while, but got rid of that about 5 years ago (because
all it did was "make startup ISPs go for multiple PI instead").

Please do not post outdated policy information.
