I think there is a contradiction here. You say there are organisations 
that provide this service, but then also say that other organisations are 
prevented from offering this service because RIPE do.

I am not aware of any other services. At the risk of advertising, can you 
send specific details of alternative services to the list? If you do then 
I for one will look at them.
