Indeed, you're right. I was sure I had a reference somewhere that PI
(and AS numbers) only count for the year of allocation/assignment, but
that must have been an earlier document.
OTOH the charging scheme for 2007 hasn't yet been approved by the AGM
anyway, so it's hard to make any definite statements about it.
