Short content description

The "ENUM Request Form" and "Supporting Notes for the ENUM Request Form"
documents replace ripe-327: "Draft Request Form for Delegation of a
Zone Under e164.arpa".

The new documents feature: 

* improved language and readability, 
* better examples and a step-by-step guide
* the use of the "organisation" object for this type of request
