[ncc-services-wg] interfaces to ripe ncc services (was: Reverse DNS Restructuring Project)

for very subtle bugs and annoyances, which ultimatly lead to
effects like "you can do this only with that interface" or
"If you do this with that interface, something different will
happen compared to that other interface".

Having *one* way, and having this way consistently, is far easier to
support.
