[ncc-regional-middle-east] RE: MENOG 3

It's not been announced yet but expect the announcement later on this week.
For anyone who wants to block their calendars, it's going to be from the
15th to the 17th of April. Planned host country is Kuwait. 

The rest will follow in the formal announcement :)
