Two important points have been added to the draft agenda:

With agenda item 6, the RIPE NCC Executive Board proposes to amend the 
way in which sign-up fees apply to legacy Internet resource holders. The 
reasoning behind this discussion was described on the ncc-announce

With agenda item 7, the RIPE NCC Executive Board requests input from the 
membership on the RIPE NCC Charging Scheme Model. This discussion is
