This is, again, a factually incorrect statement.<br>

There is one global Internet, so there is no "using resource in just one<br>
region" anyway - but all RIRs (maybe except AfriNIC) acknowledge that<br>
multinational corporations exist, and might have their membership office<br>
in the region of RIR A, and some/part/all of their network in the region<br>
of RIR B. Or "worldwide".<br>

The statistics about transfers between the RIRs are posted by the RIRs,<br>
