I presented the PESTLE Analysis to the Board having collated the factors <br>
internally among staff.<br>
<br>
For those unfamiliar with PESTLE Analysis, it's basically identification <br>
of factors in six areas that might impact an organisation's strategy or <br>
business in the coming years. It's intended to give an idea of the <br>
environment we'll have to operate in going forward. There are lots of <br>
references online but the wikipedia page on this is a good starting point:<br>

The presentation I gave to the Board listed the common factors <br>
identified and it's worth noting that the list presented was not <br>
exhaustive - many more factors were identified by staff but the <br>
presentation gave the most common factors. If you think we miss anything <br>

** Political<br>
- The Russia-Ukraine war and factors arising from that, as well as <br>
geopolitical conflicts more generally, and cyberspace increasingly being <br>
a front in these conflicts<br>
- Sanctions (Russia, Iran, Syria), energy costs and inflation impacting <br>
our ability to do business with all parts of our service region<br>
- NL and EU legislating in a way that affects our operations<br>
- Environmental issues driving political instability and conflict<br>
- Authoritarianism is seen by many as a potential issue, especially in <br>
terms of countries seeking to gain more control over the Internet<br>
- Trend towards mistrust in institutions together with rampant <br>
misinformation<br>
- AFRINIC’s issues and potential attempts to similarly disrupt the RIPE NCC<br>
<br>
** Economic<br>
- See previous slide - War, sanctions, conflict affecting our ability to <br>
invoice and to do banking normally<br>
- Inflation and increased costs (for everything) for the RIPE NCC<br>
- Economic problems for our members translating into lack of support for <br>
some of our activities, inability for people to attend events, etc.<br>
- Increasing costs of IPv4 pushing people towards IPv6 (e.g. see AWS, <br>
Google now charging for IPv4 but not for IPv6)<br>
- Consolidation in the membership leading to budgetary constraints<br>
- Restoration of EU-UK ties potentially bringing some economic benefits <br>
within the service region<br>
<br>
** Social (membership/community)<br>
- See previous slides - conflict causing friction among <br>
members/community, economic difficulties for us and members, etc.<br>
- Difficulties in being neutral and in appearing to be neutral<br>
- Divergence between values of RIPE and societal values - community <br>
decisions could be driven by groups with goals at odds with our <br>
mission/values<br>
- The need to attract a new generation of active participants was <br>
highlighted by many<br>
- Members coming to see the RIPE NCC purely as a service provider<br>
- Difficulties in reaching consensus and in having productive discussions<br>
- Large layoffs in tech sector influencing who comes to our events<br>
- Increasing scarcity of IPv4 leading to dissatisfaction with our role <br>
and lack of engagement among newer members<br>
- Lack of understanding of our processes, governance, funding model, etc.<br>
- Lack of engagement generally<br>
- Communication changes, a distributed community, decreasing use of <br>
email/mailing lists<br>
- Calls for cost reductions are persistent and loud among some groups in <br>
our membership/community<br>
<br>
** Technological<br>
- Increased use of AI and automation of processes, including how it <br>
affects current staffing needs<br>
- Increased adoption of IPv6, especially given charging by AWS/Google <br>
for IPv4 and economic difficulties affecting everyone<br>
- Difficulties in a) moving things to the cloud, and b) not moving <br>
things to the cloud<br>
- Potential (esp. with machine learning) to provide much greater value <br>
from our data and information services<br>
- The growth of the Internet making accurate registration difficult<br>
- Ever-increasing focus on security-related matters<br>
- Technological impacts on engagement (email, reduced ability to rely on <br>
social media, use of AI to astroturf mailing lists, etc.)<br>
<br>
** Legal<br>
- EU and NL legislation (tax, pensions, whistleblowing, privacy, <br>
sustainability) impacting our operations<br>
- Increase in cybercrime leading to stricter legislation<br>
- More desire from governments to secure the technical, commercial and <br>
governance aspects of the Internet<br>
- Sanctions preventing us from being able to service all members equally<br>
- Authoritarian governments enacting legislation that conflict with our <br>
role as an RIR<br>
- Lack of technical knowledge or inability to activate the community <br>
resulting in bad legislation being passed<br>
- Inability to use technologies linked to countries the EU sees as <br>
unfriendly<br>
- Potential EU court case that would invalidate the safe exchange of <br>
information between the EU and the US<br>
<br>
** Environmental<br>
- Climate change leading to more countries in distress and the need to <br>
cater for members in those countries within regular processes<br>
- Legislation on sustainability and environmental matters forcing us to <br>
operate within a certain carbon footprint<br>
- Reduced ability to travel due to increasing costs and also perception <br>
that travel is bad for the environment and unnecessary<br>
- Reduced ability for our community to travel and attend events<br>
- Staff movement - need to hire abroad due to rising costs in the <br>
Netherlands<br>
