Don't they get rDNS services as well, and not just the DB entry?<br>
And yes, I do believe things like that should be billable.<br>

I think the idea that other people should pay for the services
provided is absurd instead.<br>
Like the "if you increase fees, we will drop LIR membership and go
back to freeloading like we did before" stance legacy holders have
expressed here before:
