As people join the NCC *only* because it's cheaper to get an IPv4 /22 <br>
that way, and not for any other reason (like, IPv6, or voting rights,<br>
or "because they want to be part of the Internet community") - as long<br>
as this is (quite visibly) happening, you cannot separate resource<br>
