Just because an IP number itself is NOT a service. It is an
exhaustible resource. Service can't be exhaustible.<br>

But (re)allocating/(re)assigning global Internet resources is a
service. Even if all resources were exhausted, the service would
survive as long as the resources were used.<span

I absolutely agree with Tomas, that<br>
