We voted for the board members and the executive board must have an oversight how the RIPE NCC spend LIRs money. Imagine that RIPE NCC would have to spend time and answer every member's inquiry independently about every cent they spend? To accommodate that, they would have to add few more millions to the budget just for that work :) If you want to do the bean-counting - get a job at the financial department of RIPE NCC or run for the board.
