This was all very well known and very well understood. It was clear that people were trying to make as much money as they could out of the last /22s given out, so we made the policy as restrictive as we could (and I've been called bad names because of that) - but it was clear as well that the NCC has one primary goal, which is "accuracy of the registry". So if the board hadn't permitted multiple LIR accounts, people would have just opened shell companies (UK Ltd can be founded for a few pounds), so they had "independent legal entities", the addresses would have been requested anyway, *and* the database accuracy would have been worse.
