And that might be real issue, the members may comment on activity plan, but it is left to EB discretion to which extent they implement community's feedback. 
So, the only way for members to strongly express their opinion is charging scheme voting, which is way too late.

No, the budget and activity plan are presented at the November meetings, 
but there is no vote.
