They wouldn't be?  50 EUR is on the table, which is the same amount
as for an IPv4 or IPv6 assignment, and much less than a full LIR
membership fee.

If the total budget stays the same, introducing a per-ASN fee would
lower(!) the cost for all LIRs that only have 1 ASN for themselves -
so, effectively, "the LIR's own ASN" is free.
