The whole idea behind IPv6 having a large address space is that you can be very liberal with it, and give your customers /56s or /48s, because LIRs can get reasonably huge allocations with no extra costs (I can do math, and a /29 or even /24 per possible LIR is something that can fit into the available space, with plenty of room to go). The ARIN fee structure leads to LIRs going for a /36 instead, because it's cheaper - and that, of course, has consequences of the end user offerings. So whatever we go for, there should never be a financial incentive to reduce end user IPv6 assignment size for default-sized (non "extra large") LIR allocations.
