This is blatantly wrong.  There was NEVER a time when you could get
addresses from the RIPE NCC without justification and proven demand.

Especially when coming back and asking for more, the NCC was very 
thoroughly asking for documentation that all(!) existing allocations
were filled to 90% (which was only much later lowered to 80%).

Please stop spreading incorrect claims.
