This always happens when a party can decide their pay by themselves. It's just human nature. If you could decide to earn 10% more this year, by just your decision without any practical repercussions -- wouldn't you do it? All anyone needs to do is look at any government in the world, and their ever growing budgets and ever higher "money" printing. There's no checks and balances really, so it always happens.
