At first it is need to decide - is it need to everyone pay for deficit
resources?! It is the first question. About how much to pay - is the
second question.

The main idea, that it is MUST vote everybody (at least 75% of LIRs). Not
like now, then only 2 thousand 'active' decided question on 20 thousand
LIR's life.
