Because we do not vote about budget in the spring AGMs, only about charging
scheme "how to get in the money needed to do what members expect the NCC
to do".

Budget and activity plan is presented in the autumn AGM.

(I thought we actually voted there, but according to the minutes it's just
presented and members can ask questions / ask for changes)
