Contrary to the to-be-expected flurry of mails expressing their dislike,
I want to express my happiness with this one.  As the address policy WG
has stated a few times, we need an incentive for returning ASNs, and right
now, there is only "the NCC has to ask again and again, and burn our
money doing this".

(I expect voting to, again, go against "fee per AS number", for reasons
I do not understand - for the vast majority, this lowers the remaining
fees, and per-customer ASNs can be billed just fine to the customers in
question)
