I kinda agree with the .1/year/IPv4 model. With redistribution, aswell,
or maybe .05/IPv4, if it's too much income for NCC.

... so that could be an usage for RIPE NCC financial reserve, maybe.

NCC has quite a lot of reserves, so if membership needs time to adapt
and budget increses, maybe NCC could use it, as a transition funding.
