I think it is well understood that all fees are expected to be paid,
when the situation normalizes itself.  Yes, some LIRs might be able
to get service for one or two years without paying, if they *then*
refuse to pay and get closed down - but this is not the general 
expectation from a member of an association.

An actual waiver for ukrainian LIRs has been brought to the discussion
but this is something the AGM would need to vote on.
