As a representative of a paying member, I support this proposal.
With the current budget numbers & yearly payback, I am reasonably sure
the NCC can afford to get this money some undefined time later, and
possibly even some of the member fees not at all (if a company went
bankrupt due to the war).
It might not look favourably in the books, but I think that is less
important.
