[members-discuss] Request to put Members-discuss in moderation

This nonsense has been dragging on for months now - to the extent that 
it is past the time where this reflects poorly on the RIPE NCC and 
executive.

The RIPE NCC may think they have a legal impediment to acting. I suspect 
the bigger legal liability will be that the RIPE NCC has stood by while 
the reputation of many in community has been impugned on this list.
