Which clearly applies for NEW "startups", or any other org which has no 
ASN and IPv4 right now but plans to do so. Yet uncool that a bunch of 
people do speculation with exhausted/exhausting resources and do not 
free up space.


I have a hard time following the thoughts of these evangelist of greed.

So at least the process is formalized, but I agree that "we" have to 
wait and see if that even works out.
