LIRs were "transferring" IP ranges and the RIPE NCC had no way of knowing who was actually using them. The "official" way to do it was implemented so that the database was accurate. If people want to pay money for the transfer that is their decision. They will do it anyway. I see no benefit in doing the same discussion all over again just to have IPv4 space run out again a few weeks later. Anyway, this would be something for the address policy WG. Regards Sebastian
