Looking at RFC 1591, I think there are reasons for the NCC to actually evaluate the technical status of name servers to which delegation is sought. (While 1591 mostly is talking about, and has been quoted in, forward DNS operations, it encompasses all delegations from the root, including ARPA and children.) Yes, this should move to dns-wg.
