We offer a "parking" service for IP addresses to LIRs at a fixed rate of 300 EUR/year (with no charge for the current year) so for small companies it would be a good option. The main disadvantage is that RIPE NCC doesn't allow for an allocation to be updated in order to reflect the accurate user details and also they do not allow an assignment equal to the allocation. This would mean that we have to split the allocation in 2 assignments which works for blocks larger than /24. Also if you move the IPs to a different LIR, you would still have to pay the full fee for this year so it's an option to save on future costs. If, due to the current situation we'll have a significant number of companies that will decide to move IPs under our LIR, we'll try to push a policy to allow updates on an allocation like it was possible some years ago.
