[members-discuss] Billing scheme

If I understand you correctly, you're asking what the current fee is, and whether there's a discount (a "free year") if you pay multiple years in advance?

I don't think there's such a discount, as the member fees of future years haven't been determined yet. But, you can always ask RIPE :)
