Correct. Either you are LIR/convert it to PA (which is a bad idea as you give up certain rights in practice, even if all say it is not the case), then you pay via LIR fees or you hold it as (Nx) PI objects and pay 50€ ea per year which is plenty for RDNS and Route objects (not even DB as PI is only a single entry anyway). If you do not do either, your entry is just a static single DB entry and this surely is not something you want to bill, or the absurdity levels rise to insanity here.
