IPv4 space, whether we like it or not, has value.

There is no (global) routing authority, as there is no (global) usage 
authority, so this hipotetic "monitoring" has no real sense.

Which "larger" (than what?) organisations exactly?

If it's "real estate", do you think anyone will hand it over for free?
