Don't you see that this is already happening: The infrastructure delivers all the options for the *application* to protect itself from this kind of disturbance.
And successfully so: Telegram is still working even with this massive intervention!
To me this looks like a very resilient app and network design.

All the other "stuff" going down is collateral: could happen in a natural disaster situation as well.

Short update. Russian authorities block about 18.858 mln IPv4 right now trying to get Telegram messenger down with no success.

A lot of services where affected.

RKN added to block list big IPs block of Google, Amazon, Microsoft, Digital Ocean, Aruba, OVH, Hezner.

They started to block popular Europe datacenters.

Such things should never happen, Internet should be protected from such issues.
