They have blocked about 18 Millions of IPv4 for this day, I can't imagine, what will be after week or month, but it looks like Russians can lose an internet access and hurt global internet. RIPE is a loose collection of people working together, and RIPE NCC is a registry. There is no leverage for enforcement here. The internet consists of networks and operators cooperating voluntarily.
