I understand you refer to the sign-up fee, which is indeed 2000 EUR ever since
I remember.

I do not think the expenses with new members are only related to signing/sending
the contract.

Usually new LIRs need more attention, they are not familiar with the processes.
The RIPE NCC provides free training where the new LIRs have priority.

All these are (partly) covered by the sign-up fee.
