Sure, someone will always feel that it's unfair. However, each member 
has a vote and if the majority decides to vote for a different charging 
scheme, then that will be what the majority finds fair. Nigel brought up 
the topic because he obviously has heard that some LIRs are not happy 
with the current situation and that is why we are discussing the topic.
