[members-discuss] Input from Membership on RIPE NCC Charging Scheme Model

I don't necessarily mind the discussion, but It would be nice if people 
actually researched and put some fact in with their fiction.

Only took me a few hours to review over RIPE's annual report and budget 
to determine that any fee structure changes wouldn't do a lick of good.
