I'll second that. There is no reason to have the same endless discussion once again. It would be nice if we could reclaim unused IPv4 space, but it is not possible since it has turned into a commodity and no companies are willing to give it up voluntarily. Simply put, it's not going to happen. So, forget about the past and focus on the future instead. I think the current pricing of another LIR account is fine - by no means it should be lower, since that would just speed up the exhaustion of IPv4 while allowing Russian hustlers & hoarders to make a quick profit.
