As you can “rent” the addresses out, there isn’t so much of limit in this. I calculated earlier, even if not transferable, the cost of the new LIRs get paid by the actual user in the end. We need to ensure that not only the rich countries, clients, users get to have IPv4, as this would move the burden of changing devices, redoing old networks on the shoulders of the rest. As this obviously is not only a social issue, it would make IPv6 migration grind to a halt. I would suggest changing the RIPE fees back to be based on allocation size v4, and make the rise steep. This might have some impact on very old allocations, but these networks should feel the move to v6 as well. Matthias
