Transfers will happen anyway. The only thing that will happen as a result of attempting to ban transfers is that the transfer will not be documented, which will drive the address market underground. This benefits no-one. Bear in mind that the purpose of the RIPE NCC registry is to ensure accurate registration of address resources, not to beat people with sticks and tell them what they can or cannot do. Nick
