Starting a hosting company or ISP today, you have to take into account the fact that IPv4 is not distributed evenly (just like money or food or anything that is finite) and RIPE won't help you after the first /22. We (small businesses and LIR from the last-/8) live in the IPv4 third world. Then you'd better be rich or creative if you want to survive. Denis
