Hello, Paul!

I live at Saint-Petersburg, Russia and here even small ISP's (with
1000-2000 customers) offer white/external IP addresses to customers. Each
of they have multiple /16 subnets. That's really popular.

You could just check companies who "sell" IP addresses right now. Almost
all of they violated your rules some time ago and right now they are making
money with RIPE's help.
